Virginia’s Office of Public-Private Partnerships is responsible for developing and implementing a statewide program for project delivery via the Public-Private Transportation Act (PPTA) of 1995. PFAL was appointed to both the financial advisory and business management advisory benches to provide on-call services for VAP3.
