Role: Financial Consultant to Virginia DOT
The Transform 66 P3 Project includes the design, construction, financing, operations, and maintenance of the approximately 25-mile tolled express lanes and associated facilities along the Interstate 66 corridor between US Route 29 and Interstate 495. PFAL was selected by Virginia’s Office of Public-Private Partnerships to perform a financial audit and review of project documents including the project risk register, the preferred proponent’s financial model and the Value for Money (“VfM”) analysis. PFAL was later engaged by the Build America Bureau to act as the second independent financial advisor for the project loan.
