PFAL provided Technical Advisory services to assess delivery options for the new Sonoma County Government Center. Our work included leading a highly qualified team of experts to determine county goals and objectives, perform program validation in collaboration with our architecture specialist including portfolio analysis and optimization, perform site analysis, and perform financial analysis including affordability and value for money analysis for a county government center that is intended to replace an aging facility that suffers from a poor layout, deferred maintenance, and resiliency issues. Part of work also included a thorough review of the County’s owned and leased properties, reviewing lease terms, developing an understanding the needs of each department and its customers, evaluating shortcomings in their existing office spaces, and strategizing a rationalization of the County’s owned and leased assets, including making recommendations for alternative developments on County-owned sites. Our work has also included engaging with the USDOT on federal loan programs that have recently been made available for vertical projects.
