Role: Selected Financial Advisor to City of Santa Clara
PFAL provided financial advisory and project management services to develop and evaluate financial strategies for this potential P3 through funding, affordability and Value-for-Money analysis; public opinion research; form a capital campaign team to assist in raising private/corporate donations and sponsorships, oversee a community information/outreach effort, and develop and negotiate a potential P3 agreements for the delivery (design, construction, maintenance and operation) of a new c.$150 million, 171,000-square-foot International Swim Center, Community Recreation Center, International Swimming Hall of Fame and related parking in Santa Clara’s Central Park. This work included building a sophisticated financial model to incorporate a wide range of funding sources, assessing different delivery alternatives, and performing market outreach. PFAL was subsequently engaged to identify programmatic needs of the City Parks and Recreation Department and to work with architects, cost estimators, and polling consultants to develop a project concept that could be put to voters.
