PFAL Role: Preferred Bidder’s Financial Advisor

PFAL served as financial advisor to John Laing and Cubic Transportation Systems in their bid to design, implement, operate and maintain a new transit payment system in Boston. This initiative includes developing an account-based replacement ticketing system for both light and commuter rail as well as bus passengers which is expected to provide flexible fare revenue policy capability to the government. In addition to knowledge of the technical issues as they impact the financing arrangements, this mandate required PFAL to build a sophisticated financial model that was audited and used by both debt and equity investors as the basis for their investments. PFAL ran dual financing solutions for the project until just prior to financial close.
