Role: Lead Commercial/ Financial Advisor to Currituck County
PFAL was engaged to assist the County in helping to determine the most efficient way of procuring a new wastewater treatment facility for the Moyock Regional location. The technical scope was later expanded to include all the assets in Mainland Sewer District, including collection infrastructure and a further two wastewater treatment plants. As part of this scope, the PFAL team reviewed and updated the capital investment plan, examined sources of funding (including federal and state grants and loans including WIFIA, state revolving facilities loans) and reviewed the rate implications, considered legal authority issues, as well as recommending a preferred delivery approach.
