Role: Financial Advisor to Los Angeles Sanitation Department
PFAL performed feasibility and delivery alternatives analysis for the new office facility that is expected to be a showcase of sustainability in an economically underdeveloped area. The feasibility assessment and value for money analysis were completed in July 2019. Subsequently, PFAL was engaged by LASAN to review an unsolicited proposal received from a private developer. Our work included developing a strategy to procure the project on a sole-source basis, including navigating the City’s approval process, developing an Exclusive Negotiation Agreement and Request for Proposal from the developer. Work included negotiating terms with the potential developer, including real estate analysis and rationalization, government approval management, and stakeholder engagement.
