PFAL was part of a team led by Perkins & Will architects that was engaged by the Baton Rouge Area Foundation to develop a master plan for the new Health District. PFAL’s focus was on the Funding and Strategic Partnership opportunities for the project elements that were identified as priority items during the planning process. Working in close collaboration with local healthcare leaders, the City and key stakeholders/partners, PFAL identified potential funding sources and mutually beneficial trade-off opportunities to leverage new or existing available funding. There are a range of different task groups focusing on Health Care Innovation, Health Education & Research, Healthy Places, and Emergency Preparedness. PFAL considered land value capture alternatives and performed business case analysis for several discrete projects within the district.

PFAL also conducted extensive interviews with public sector officials and hospital management to discuss their needs and funding sources to identify opportunities for cost bundling and cost savings. We also participated in public hearings on the project and identified several opportunities for P3 delivery of specific project elements.
