Role: Financial Advisor to the City of Garden Grove

PFAL acted as the Procurement and Financial Advisor to the City of Garden Grove for the new Police Department headquarters building and civic center improvements. Our work included leading a highly qualified team of experts to define city goals and objectives, perform program validation in collaboration with our architecture specialist, perform site fit analysis, and perform financial analysis including affordability and value for money analysis that is intended to replace an aging facility that suffers from a poor layout, deferred maintenance, and resiliency issues. Other elements of the scope of work included delivery method analysis, market sounding and stakeholder engagement, affordability analysis, value-for-money analysis, risk analysis/workshops, procurement approach, procurement and project documentation, funding and schedule management, bid evaluation, developer negotiations, and transaction execution.
