Transform 66 includes the design, construction, financing, operations, and maintenance of the approximately 25 mile tolled express lanes and associated facilities along the Interstate 66 corridor between US Route 29 and Interstate 495 in Virginia.
PFAL was selected by Virginia’s Office of Public-Private Partnerships to perform a financial audit and review of project documents including the project risk register, the preferred proponent’s financial model and the Value for Money (VfM) analysis to confirm residual risks to the commonwealth.
PFAL was later selected by USDOT to undertake an independent peer review of reports prepared by financial advisors on the TIFIA loan for the benefit of the USDOT’s credit committee.
