Project Finance Advisory, Ltd. (“PFAL”) is pleased to announce that Steven Leeming has joined our San Francisco team as an Executive Vice President. Steven has over 20 years’ experience in the P3 sector and brings a unique perspective gained from having worked at senior levels on both the private and public sector sides of transactions. He is a hands-on expert who has helped to successfully deliver 15 P3 transactions. Steven’s addition to the PFAL team substantially increases our capabilities and credentials in particular in the Healthcare, Social Infrastructure, and Government Accommodation asset classes.
Steven’s extensive P3 experience includes 3 years with PwC in Johannesburg, South Africa and Edmonton, Alberta advising on a variety of complex procurement and P3 projects; 5 years with Partnerships BC, where his responsibilities included leading teams working on business cases and PPP procurements in the federal, municipal, university, health and public safety sectors. Before working in Canada, Steven worked for Lend Lease, a major developer in the UK PPP market and was personally involved in winning 8 projects and successfully closing them all.
Steven has acted as procurement advisor and lead negotiator, raising equity and debt, negotiating finance documents, sub contracts and JV agreements, leading in the development of procurement documentation, project agreements and business cases, including input into fairness and conflict matters. Steven advised clients on establishing project management offices, assisting in the recruitment of project teams, and post financial close project monitoring services.
Steven’s background is in accounting and finance, qualified as an Economist (BSc) and Chartered Secretary (ACIS).
PFAL is a financial and commercial advisor with offices in San Francisco and London. We provide advisory services to both private and public sector clients. We are engaged on a number of active mandates providing financial advisory services to private developers for P3 projects and several government clients including the Solano County Transportation Authority, the City of Santa Clara, the California High Speed Rail Authority, and the TIFIA Credit Program.
